I didn't see a preexisting thread, so:
Kleys will be teaching Reading and learning Herbalism in downtime.
If he can also be learning the Singing Sticks at the same time, he'll also do that.

When can you do this? Is it in a campaign with an active character but when the campaign skips time, or is it for inactive character tree characters only?

It can be both. There have been a few times the game has fast forwarded a few days or weeks in the South Tablelands game (the party actually camped outside Bodach's city walls for a decent amount of time, and there was a point in Altaruk they spent a few weeks getting things made and having items identified, etc...) and this is generally the best time to do so because I occasionally lose track over a large real life time span to who and what is being learned.
Tree learning can happen if it makes sense to have two (or more) characters together during an inactive time that have the appropriate proficiencies as well as teaching). Unless there's a psychoportation character open, if you leave one tree PC in let's say Balic and the other in Nibenay... not so much.
Now in Celik? Advancing time is going to directly affect your pocketbooks if you do not secure a water source, foodstuffs or don't clear out your immediate area.
I still roll for random encounters during these periods.

Makes sense Bob. Celik obviously depending on where you are in the city et cetera it makes a difference on the daily cost of living and the fact of random encounters. I just meant my question in the broadest sense possible but you've certainly answered it.
