There is conflicting text concerning the Tohr usage of fire. On one hand they say no and in the other hand they remark how one species works metal.
Earlier I had smoke coming from two buildings. This was after I saw the conflicting text, and I want you to know that thri-kreen in my campaign not only work metal, but occasionally use clay to make pottery and urns... mainly for water, honey/nectar and other storage. Fire is also used for other crafts, but not as much as those in the Tablelands. A rare torch will also be lit to flush certain types of prey or to signal at a distance or to simply see in the dark.
