This doesn't touch on the current goals of exterminating the Psurlons and liberating Ledopolus in preparation for the Feudal-Socialist Hereditary Monarchy that'll be installed afterwards. This is assuming that plan has worked out (or at the very least the Psurlons are no longer under Ledopolus/infiltrating it and the Kingdom has either taken or is still experiencing birthing pains with the support of a plurality of Ledopolan citizenry)
By FR2: Receptacles, IDK if it is being run as a power or as a general crafting thing. From the way it was described IC by Shardivan, it should be right up Haadan's alley, dumping ego into a crystal. If it is a power, it will be Haadan's next acquisition.
FR2: Seize through Eminent Domain the Ledopolan Copper mines which do not already belong to brothers, enforce this. Centrally locate the labor which will become the Ledopolan Arsenal and commence the mass production of bolts and crossbows, giant's hair armors and short swords as well. Ensure every citizen of the Kingdom of Ledopolus is trained in their use. The Ledopolan Arsenal will serve as the residence of the Kingdom and its citizenry if the Kingdom's Ledopolan sovereignty is questioned. If the bridge project has been successfully quelled, bring that labor on for maintaining roads to Altaruk and Balic. Secure a trade route to Tyr, establish a presence in the market there. Begin trawling the silt for metals and developing siltcharts for the Estuary to the highest degree of accuracy possible (would sonar be clairsentience or psychokinesis or psychoportation?)
FR2-FR5: Defend the Arsenal, stockpile crossbows and whatever else is being produced, export 40% of production to Tyr for distribution at profit, encourage crossbow education, explore the Estuary and its islands, trading with sentients and pillaging ruins, by now well-paved roads (think roman roads if they had earth clerics who could hand shape stone) should be a familiar sight (at least within a dozen miles or so in either direction towards Altaruk and Balic). Possible co-location (via magic and psionics) of Ledopolan Arsenal and fortified Tyrian distribution hub?
FR5: By now the goal is to have built a solid foundation for a takeover of the Tyrian Iron mines by any means necessary. Either we ingratiate ourselves with the local government which replaced Kalak or in the event that Tyr is still unstable (think Raam), we fortify a position and assert ourselves as *a* local authority figure (not *the* local authority figure, but an honorable one nonetheless). Either way it is doubtful that House Vordon will just surrender their iron without a fight but this is why the Ledopolan Arsenal has been churning out crossbows and crossbow education courses, building a skilled army of peasant mercenaries takes time.

Smack Vordon like they owe us money, when I say "Smack Vordon" I mean "every iron mine which isn't directly controlled by the City-State of Tyr regardless of what 'Merchant House' they represent if they refuse to sellout". If there are no iron mines not controlled by the City-State, we start attacking their distributors while engaging representatives of the City-State diplomatically. We seek a distribution monopoly (at first) and will continue to enforce this. We'll sell ourselves as master metallurgists whom they'd be foolish to not entrust with the monopoly. If they are persistently unswayed, we recruit Giants (whom we've diplomancied) to assist us in seizing the Tyrian Iron mines. Immediately look sideways at Hammanu and Stel and squint in tacit peace.
FR10: By now the goal is to have the Ledopolan Highway complete. It will stretch from Tyr to Balic, every mile of it paved and patrolled. Altaruk and Grak's Pool will both be hospitable to the presence of Ledopolan forces through either diplomacy or regime change (if not by us, by those we've funded). Iron reserves will be regularly increasing in addition to both Copper and Silver Reserves (from extraction and exchange respectively)
