The lack of iron flowing through the trade center predates the last giant decimation of Altaruk. Kalak's slowing of the key export to make his epic ziggurat made this so. Any forge that would have been in operation historically is long gone or built over. Altaruk also does not have an ample supply of fuel (at the very least wood fuel), making it not economically viable for current smelting operations.
This is easier in Urik, Nibenay or even Balic...
Unless supply opened up and fuel began being imported at a premium.
Even then, such operations would only be done if Hamanu didn't monopolize the entire export of the precious iron. While in my game the module events have not occurred, the trade has not been reinstated yet. Altaruk might consider running a forge if Urik did not gain a solid percentage of ore from Tyr, but a lot of the tools and weapons made would be fashioned to provide a bulwark to the eventual invasion of Balic if there was truly a reason to war.
However, it does look like there has been correspondence betwixt Tyr and Balic - if the rocs and riders are indeed evidence of the current ruling party communicating with other City-states.
Thus, most weapons coming out of the trade center are of bone, stone or obsidian.
