The Speaker responds after grabbing Wyan by the topknot.
"Calm your mortal selves. Our Council gave the lightest of sentences by taking his hand, and only his thieving hand. Do you not recall us stating the punishment for theft was death? Lenishad? Bring the mortals to the sun. Their work is done." The corpse on the right vanishes after nodding solemnly.
The head gnashes, cusses and thrashes in protest. Words you don't understand are spoke.
Words you don't understand are returned. The head quiets and pales.
"Are you the only two survivors? We owe much to all of those who brought this traitor to Justice."
Wyan spits and Veneteer slowly pokes a finger into an eyeball. The severed head screams. It shivers your hearts, that scream.
"You are now citizens of Bodach. You are free to exist within the city walls and partake in her waters and her shade. No Bodachian, living or dead shall harm you under penalty of Law as long as you follow the Laws themselves. Any attacks upon your person by the Warbringer's host shall be responded with in kind force. You may petition our Council for records and assistance..."
Pause.
"Given equal assistance is given to the Rebirth of our City, our State."
Khuv, Haske and Druuso return with their undead host. Pale-skinned, standing & shocked... but intact. Except for Bankhuv's hand missing at the wrist. Lenishad pulls a rotten wad of flesh from his robes and offers it to Mak. It looks to be Khuv's hand (there's no real reason to doubt).

Khuv screams and bolts behind Hurk. He has a feral cast to his wide-eyed features. Druuso and Haske also move, but slower... with more caution.
Finally one of the flanking meorties states, "Our Laws are many and dictate every aspect of our very being. Their study and interpretation consumes us even now in our current state. If you have a month of time to spare? We could dictate the barest of such things verbally to you... unless you can read and understand the old tongue. Then you would need as long as it took you to read the 113 Precepts and commit them to memory."

You simply need time is what is inferred. Either you can have one of the dead Lawkeepers narrate or spend less time if there's a way to easily read their texts.

Mak bows to the undead. "We will take our leave for now but I will return, as will some of the others to learn of Bodach. Will you sense when we are near and meet us at the walls or is there a preferred method of announcing ourselves?"
Mak will escort his companions to their ship to debrief once the conversation is ended.

(Please forgive my lack of understanding of the current map, but the tower back where half the group is—can we safely leave it? How big is it? Would Pallia be able to hang around outside, or would that be a security risk? I don't have a clear mental picture right now.)

Yes. You may leave the tower... but there was threat of something unseen and the mysterious weapon left in a tree trunk apparently outside of your party's comfort zone (I do not blame you for holding fast - especially after the others left so suddenly). The area about the structure is pretty wild: composed of vines, mud, trees, grasses, bugs and random avian comings-and-goings. Staying outside of it is probably little risk if you're within your compatriots' earshot.
The remaining white baton holds no magic script... but, if it were like a writ spell? Casting from it may have caused any magical script to be erased (think a used scroll). The other two were held by Dote Mal who did not drop them after his disappearance.

As in, could i make it down in a round or 2 to aid in our defense? If so, Kleys will climb up, and shuffle through a dozen Rods, using Read Magic to find spells he doesn't know yet. Observation check - 11 vs. 19, success - to memorize exactly where each Rod came from [I'll pull one out, Read it, and either keep or reslot it, to aid in the memorization, if necessary]. Then, if nothing comes up, he'll climb back down to the others.)
