You can ascertain that this is likely forged the same way as the young salamander's spear was - by whatever means that allows it to retain it's composure here on it's home plane.

The tube looks to be polished brass upon closer inspection, and the sheet to be either some sort of steel, tin, lead or other metal alloy. You've never seen such things on Athas proper.
